The New York State Gaming Commission has denied Dan Rawlings a racing license due to a documented pattern of improper and excessive whip use during races.
Despite previous warnings from racing officials, the individual’s continued conduct was deemed abusive and harmful to equine athletes. The Commission concluded that the applicant’s participation poses a danger to horse welfare and is not in the best interests of the sport or public trust.

DENIAL OF LICENSE After careful consideration you are hereby notified that the Commission refuses to issue you a license to participate in racing in the state of New York for which you applied on August 11, 2025 receipt number 1558655-2026 for the following reason(s): This denial is based on your pattern of conduct related to the improper, excessive, indiscriminate, injurious, abusive and/or unnecessary use of a whip on equine athletes during harness races at racetracks in New York and other racing jurisdictions, even after receiving warnings from harness racing judges, and that such pattern of conduct has led to a determination that your continued participation as a driver is a potential danger to equine athletes, and is inconsistent with the public interest, convenience, or necessity and/or is inconsistent with the best interests of racing generally.
